A State Senate Committee failed to get enough members to show up this morning to consider action on a proposal to create a public management authority to take over counties or cities that default on bond debt.

The proposal was introduced by State Senator Steve French of Mountain Brook over Jefferson County's bond crisis.

Jefferson County Commissioner Jim Carns, Dr. Paul Hubbert of the Alabama Education Association and representatives of the Association of County Commissions showed up for this morning's scheduled meeting to oppose the measure.

A similar proposal is pending in the State House of Representatives and a committee hearing is scheduled tomorrow morning on that bill.

Even as state lawmakers consider possible action, the Jefferson County Commission is moving forward with a meeting scheduled this afternoon to vote on a new agreement for an extension with creditors.
