Baltimore is the only city in the world that lost population along it's subway route, not a great transit town. We already have less-than-packed buses on east-west routes. One option is for a less costly streetcar line ending at Lexington Market connecting there to the Metro and Light Rail. Eventually, you could extend the Metro Subway line mostly at grade from Hopkins Hospital to points north and east.
