PHOENIX — Another measure intended to heighten player safety entered the discussion at the NFL owners meetings Monday with a proposed resolution that would allow the independent medical observer at every game to communicate directly with on-field officials. As it stands now, certified athletic trainers — stationed in the press box — are responsible for passing along word to team doctors and trainers on the sideline when they spot a player who may have suffered a concussion or appears disoriented.
