    When is it going to occur to Gov. Bruce Rauner that the Democratic Party helped him get elected because they wouldn't back former Gov. Pat Quinn? They know taxes in the state have to be raised. They want to be able to blame Republicans for doing it. Until Rauner agrees to raise the state income tax, he's not going to get any cooperation. Former Gov. Richard Ogilvie instituted the state tax at 3 percent. It stayed there until raised by Pat Quinn. The Illinois voters kicked Ogilvie out because of that tax increase. He had the backbone to do it. It was the best move because what he said was we have to pay our bills, which makes a lot of sense.
