PSC represents the public, but you would hardly know it

Forty years ago, a Florida Legislature that actually cared about the public created an agency to represent consumers when utilities want more money. Two weeks ago, consumers lost that clout.    In a unanimous ruling, the Florida Supreme Court blessed the December 2012 settlement of Florida Power & Light Co.'s rate case. FPL cut the deal with groups representing hospitals, industrial companies and military bases, or roughly one percent of FPL's 4.7 million customers.
