M. Jodi Rell is Connecticut¿s 87th governor and the first female Republican to head the state. Rell, the lieutenant governor, assumed the office July 1, 2004, upon the resignation of former Gov. John Rowland, who later was convicted of a corruption charge and sent to prison. She was elected to her own term in Nov. 2006. M. Jodi Rell is Connecticut¿s 87th governor and the first female Republican to head the state. Rell, the lieutenant governor, assumed the office July 1, 2004, upon the resignation of former Gov. John Rowland, who later was convicted of a corruption charge and sent to prison. She was elected to her own term in Nov. 2006. Rell came into office with a plan to restore public confidence in state government, and signed into law legislation creating a restructured Ethics Commission and campaign finance reforms. Her agenda was tainted, however, by an ethics inquiry involving the conduct of her chief of staff, M. Lisa Moody. Rell pushed to make Connecticut more attractive to business and was a key figure in dissuading the federal government from closing the Groton/New London submarine base ¿ a move that would have cost the state an estimated 31,000 jobs. Rell made large investments in child care and transportation in the state, and signed into law a bill allowing for civil unions between same-sex couples. Before serving as lieutenant governor, Rell represented the 107th House District of Brookfield, her longtime home. She underwent reconstructive breast surgery in December, 2004, and has been an advocate for breast cancer treatment. She and her husband, Lou, have two grown children.     -The tightfisted state budget enacted by Gov. Dannel Malloy last spring has meant an official portrait of his predecessor, M. Jodi Rell, has yet to grace the state library in Hartford. The Stamford Advocate found that Connecticut still pays up to $40,000 for paintings of its governors, commissioned after they leave office. In 1995, the legislature failed to pass a bill switching to cheaper photograph portraits. In 2004, wary of paying for a portrait of ex-governor John Rowland, then imprisoned on corruption convictions, officials found a painting of him that had already been done (for some reason) and quietly placed it in the library. The Rell portrait is in limbo until there is cash for it.
