    In January, the Republican majority in the House of Representatives of the new Congress adopted a rule that requires the nonpartisan official scorekeepers — the Congressional Budget Office and the staff of the Joint Committee on Taxation — to "incorporate the budgetary effects of changes in economic output, employment, capital stock, and other macroeconomic variables resulting from such legislation." In other words, CBO and JCT are to produce "dynamic scores" that include the economic feedback effects (that is, the additional tax revenues due to a larger economy) as the official 10-year budget score for legislation.
