Nancy Johnson: A Budget Solution

The plight of Hartford must be fully responded to, and now. If our cities rot, our state will spin downward rapidly. A terrible “gift” to our children and damage nearly impossible to reverse.

A simple solution is for the state to begin paying full local property taxes on the land it occupies in cities and towns. Full funding has four advantages: It helps all cities, it allows voters to hold city officials accountable for their spending decisions, it spreads the cost of providing state services across all citizens as it should be spread, and by making the cost evident, it will stimulate more efficient use of state facilities and cause some contraction and savings.
