Optimism Amid The Grim Reality Of Deep Cuts

It's a glum day at most workplaces when the CEO announces thousands of layoffs.

But at the Capitol Wednesday, there was plenty of cheering, back-slapping and optimism — along with dire concern — as Gov. Dannel P. Malloy did exactly that.

How can this be? There's no doubt that the $569 million in cuts for the fiscal year that starts July 1 would mean massive layoffs or givebacks by state employees, a huge disruption for a sprawling industry of state contractors and vendors and loss of services for countless residents, some very needy.
