Let's begin with the funniest conflict of interest rule: Rule 71 of the Vermont State Senate.

"No senator shall be permitted to vote upon any question in which he or she is directly or immediately interested."

Given how boring most state legislation is, that rule offers broad latitude.

But what is conflict of interest? Here is a common definition: "a situation in which someone's private interests are opposed to that person's responsibilities to other people."

So, if a state legislator has another job with a different employer, the legislator should recuse himself from all debates and votes that affect his employer, right?
