HARRISBURG — Almost 10 years ago today, state lawmakers met at 2 a.m. to give themselves a pay raise –– triggering a public relations disaster that would see many lawmakers lose their jobs. Even today, the pay hikes still haunt the Capitol halls. "It had a profound effect on the Legislature," said G. Terry Madonna, a political science professor and pollster at Franklin & Marshall College.
