Time for Chicago to resort to 'the last resort'

Chicago's property taxes are too damn low.

I'm telling you now because the two men running for mayor won't — at least not yet.

Mayor Rahm Emanuel and challenger Jesus "Chuy" Garcia have been insisting in the run-up to Tuesday's runoff election that they will increase property taxes only as a "last resort," after every other way of solving the budget crisis has been explored and exhausted.
