    If you're going to splurge on dinner at this stylish West Palm Beach eatery, try saving a couple of bucks on drinks by arriving early on a weekday. From 4 to 7 p.m. Monday through Friday, all cocktails, beers and wines by the glass are half-off at the bar. Aside from its 400-plus selection of wines, City Cellar offers signature cocktails, some of which are a steal during happy hour. The Matisse, a blueberry-citrus vodka cocktail, goes from $9 to $4.50, and the dragon-berry-strawberry mojito costs $7 instead of $14 during the special. Food items are not discounted, but the bar's small-plates menu changes daily and is a good alternative to a full-size dinner early in the evening.
