Detectives of the Hartford Police Department's major crimes division have made arrests in two of the city's open homicide cases.
Ricky Lamar Ellis, 26, of 32 Seyms St., Hartford, has been charged with murder in the death of 18-year-old drive-by shooting victim Marc Morgan.
St. Francis Hospital and Medical Center later that night.
Morgan was one of four city residents shot to death between Friday, June 15, and Monday, June 18, over Father's Day weekend.
Ellis, who was arrested Tuesday, was in custody with bail set at $1 million, police said.
Police also announced the arrest of Edgar Soler, 26, of 96 Nelton Court, in connection with the fatal shooting Nov. 11 of 24-year-old Jonathan Arroyo.
Arroyo, of 221 Capen St. was found at 4 a.m. at 220 Capen St. bleeding from a single gunshot wound to the head. He died a short time later at St. Francis Hospital and Medical Center.
A student at Manchester Community College majoring in criminal justice, Arroyo had been honorably discharged from the U.S. Army, according to a statement released by police. He was in the process of being hired by the state Department of Correction and had aspirations of becoming a state trooper.
Soler was charged with murder, criminal possession of a firearm, carrying a pistol without a permit and criminal use of a firearm. Soler was already in custody on a narcotics-related offense. His bail on the latest charges was set at $2 million, police said.
Hartford Police Chief Daryl K. Roberts said Wednesday that the arrests send a strong message to those who commit acts of violence in the city that his department will be dogged in its pursuit of justice.
"The closing of these cases is a testament to the persistence and coordination between detectives and patrol officers of the Hartford Police Department," Roberts said.
