Craig Leonard Strand, of Portland, Ore., was charged Wednesday by the Lake County, Ind., prosecutor's office with three felonies: disarming a law enforcement officer, battery resulting in bodily injury and resisting law enforcement, according to a release from the Northwest Indiana Major Crimes Task Force.
When he returned to find two tickets, Strand became outraged and eventually began to attack Minchuk in the parking lot, beating him and fighting for his weapon, police said. Minchuk was able to regain control of his gun and shot Strand in the abdomen.
Minchuk was treated and released from an area hospital, while Strand is recovering at Methodist Hospital Southlake Campus following surgery.
The Lake County prosecutor and the major crimes task force consider the shooting justifiable and cleared Minchuk of any misconduct in the use of his duty weapon, the release said.
Officials said the incident apparently had no relation to the Planned Parenthood clinic on the 8600 block of Connecticut Street or anti-abortion protests.
Strand remained hospitalized Wednesday and court information was not available.
