It is clear that if Illinois had paid its full share when scheduled, in the current market the pension system would be doing pretty well. In any case, the following is true:

  • Current workers should be paying more to help fix the Illinois pension problem.
  • The state should be paying more, including catch-up payments to help fix the Illinois pension problem.
  • Current retirees shouldn't have to pay the full burden that resulted from the state not making its payments.
