Enfield Council Reviews Proposed Panhandling Ordinance

ENFIELD — About 20 residents attended a public hearing Monday on a proposed ordinance that would fine aggressive panhandlers. Town Attorney Kevin Deneen said the ordinance focuses on behavior and is not an infringement of a person's freedom of speech. If the ordinance is approved by the town council, offenders could face a $99 fine. Of the eight people who spoke during the public hearing, two suggested that the council review and improve the ordinance, three showed support, and three asked questions.
