Anne Arundel County Executive Laura Neuman has named two more department leaders for county government.
Chris Phipps will be director of the Department of Public Works, while Julie Mussog will take over as controller.
Phipps had been serving as acting public works director following the retirement of Ron Bowen on June 30. He previously was deputy director.
Phipps has worked for the Bureau of Engineering in the Department of Public Works for 18 years. He's overseen the department's projects for water and wastewater treatment, roads and bridges, county buildings, dredging and environmental restoration. He often represented the department as the County Council debated the county's new stormwater fee, which will pay for environmental restoration projects.
He earned a civil engineering degree at Virginia Tech and is a registered professional engineer.
Mussog, who had been a special assistant to Neuman, will become controller, overseeing the Department of Finance. The department handles the county's accounting, financial reporting, billing, collection and other tasks.
Before working for county government, Mussog was chief of staff or state Del. Herb McMillan and worked in finance positions in the private sector.
She is a certified public accountant who holds bachelor's and master's degrees in business from the University of Michigan.
