According to an arrest report, one driver and a motorcyclist had already stopped to stare as Corwin Mathis danced on the corner of 25th Street.
Mathis was holding a shirt when the trooper approached.
"Corwin was dancing in a provocative manner and her bare breasts were exposed," the report said. Jail records identify Mathis as a man.
Mathis covered up as the trooper approached, but the trooper said it was illegal to dance topless in public, the report said.
"You can't dance out here with your top down like that," the trooper told Mathis. "This isn't a strip club."
Mathis smiled, exposed the chest area again and provocatively put the shirt back on while making sexual noises, the report said.
"I attempted to give Corwin a warning, but she was argumentative and confrontational," the trooper said in the report. "Judging by her lack of cooperation, she was more than likely going to continue exposing herself as soon as I left."
The exchange was caught on the trooper's dash cam.
Mathis was arrested and taken to the Orange County Jail, where authorities said Mathis admitted being a prostitute.
Mathis faces charges of indecent exposure and resisting arrest without violence.
