A registered sex offender living in Hartford was arraigned Monday on charges that he grabbed a 9-year-old girl on Hillcrest Avenue Saturday afternoon.
Kevin J. Duverger, 39, of Broadview Terrace was charged with fourth-degree sexual assault, risk of injury to a minor and unlawful restraint, police said. A judge, citing Duverger’s threat to the community, set his bail at $250,000.
Police were called to Hillcrest Avenue Saturday on a complaint that a stranger grabbed a 9-year-old girl and touched her inappropriately, police said.
The 9-year-old girl told police the man grabbed her arms and put her on his lap, then kissed her neck multiple times, police said. Police said Duverger admitted that he had grabbed the girl.
Duverger is a registered sex offender as a result of a similar incident in 2009. Duverger was convicted of fourth-degree sexual assault of a minor and risk of injury to a minor and received a five-year prison sentence, a court official said. He received an additional two years in prison after violating the terms of his probation. He was also convicted of public indecency in 2010 and received a six-month sentence.
