Toxicology tests showed Victoria Lynn DeAngelo, 21, had a 0.18 blood alcohol content and presence of the painkiller Tramadol, said Maryland Transportation Authority Police spokesman Sgt. Jonathan Green, citing a report from the office of the chief medical examiner.
Kelley was riding in an SUV, driven by her mother, Kimberly Kaye Taylor, 29, along with her sister, Mackenzie Grace Kelley, almost 3 months old. Taylor and her younger daughter survived.
Police said DeAngelo, driving a sedan, drove the wrong direction eastbound Interstate 695 near the Curtis Creek drawbridge, striking an Taylor's SUV.
