Rondell Dorsey, 31, of 400 block of Glen Mar Road in Glen Burnie, was charged with disorderly conduct, disturbing the peace and failure to obey a lawful order. He had fled the scene and, police said, was combative. He had to be tased to bring him into custody, police said.
Investigators will determine if assault charges will be filed, police said.
Officers were called at about 5:30 a.m. to the intersection of Cape St. Claire Road and College Parkway outside the city of Annapolis for a report of a stabbing. The victim, who was found in the 700 block of College Parkway, was suffering from a stab wound to the chest. He remains hospitalized, police said.
The victim was riding in a Ford Explorer with three other men, who were known to him, when the vehicle ran out of gas, police said. Investigators have yet to determine where the assault occurred or why. They found the suspects acting in a disorderly manner at the scene. The fourth man in the vehicle was not charged in the incident.
