You need a neon tester, flathead and Phillips screwdrivers, pliers, wire cutters, wire strippers, a carpenter's level and electrical tape. If you'd like to add a new light fixture to a wall where an outlet doesn't exist, the job is more complicated. Definitely hire an electrician for the job because it requires running a new power line from the circuit panel and possibly adding a new circuit breaker to the panel, both are jobs best left to a professional who is licensed and bonded to do the work.
