Obama and the Democrats held firm on the government shutdown and blocked Republicans who wanted to defund the Affordable Care Act. Then the HealthCare.gov website went live on Oct. 1 with technical problems that prevented many from signing up for insurance. "Nobody's madder than me about the website not working as well as it should, which means it's going to get fixed," Obama said on Oct. 21. Problems linger more than a month later.
