From 2002: Bloomfield/Windsor: Where normally hundreds of acres of shade tobacco would be growing tall beneath mesh netting, no tobacco grows on Culbro Farms in Bloomfield, Windsor and Simsbury. The tobacco grower in the state did not growing a crop here in 2002. Only three laborers - and ahandful of managers - were been retained on the payroll, including Jose Santiago, who uses a wheel harrow to knock down rye that will provide ground cover for the fields on Farm 28 on the Bloomfield/Windsor line. Normally 1,000 workers would be brought in from Mexico and Guatemala, among other countires, to harvest the 500 acres.
