The abuse allegedly started when she was six years old.
Her father would pick her up from his ex-wife's house for scheduled weekend visits, drive her to his Addison apartment and raped her over and over for the better part of thee years.
The whole time she kept it a secret.
"It's just hard to imagine anybody could do anything like that to a child let alone your own flesh and blood," said Jesus Gonzalez of the U.S. Marshal Service.
That's what the daughter of Epifano Rivera-Torres told her mother years after her father had re-married and his contact with her stopped.
The girl's mother went to the police as soon as she was told. The report was written. It cataloged the sexual abuse starting at the age of six until she was nearly nine.
Rivera-Torres was arrested and went through the court system. The case was delayed, a Dupage County judge allowed the accused sexual predator bond. Rivera-Torres took off in June 2009 and hasn't been seen since.
According to the U.S. Marshal Service Great Lakes Regional Task Force, Rivera-Torres sometimes goes by the alias Jesus Rodriguez.
Epifano Rivera-Torres is 5 feet 4 inches tall, between 140 and 160 pounds. He has two distinguishing tattoos, one of a dragon on his back. The other is a heart with barbed wire on his upper left arm.
Although he made a living for years as a factory worker in the west suburban community of Addison, the 52 year old could now be hiding anywhere. He could still be in the Chicago area. He also has ties to Houston, Texas and his native Linares, Nuevo Leon, Mexico.
"We need to find this guy," noted Gonzalez.
"If he's able to do that to his own daughter we don't know what he's doing out there nowadays."
Rivera-Torres could be with his current wife and his 10-year-old son and could still be driving one of two cars he used to own before he jumped bail.
Those are a 1994 Isuzu and a 1995 2-door Mitsubishi.
The U.S. Marshal Service will pay cash for information that leads to the arrest of this fugitive.
