Because police are confused by this gas-powered contraption he is traveling in, Arthur is let off with a warning and sent back to the <a class="taxInlineTagLink" id="PLCUL000110" title="White House" href="/topic/politics/government/white-house-PLCUL000110.topic">White House</a>. No explanation is ever given for how Arthur had a car in 1883.
