Former Chicago Ald. Perry Hutchinson (9th) leaves the Dirksen Federal Building on August 19, 1988, after being sentenced to 11 years in prison for fraud. Prosecutors said he was involved in an elaborate insurance-fraud scheme that involved 17 phony auto accidents and "victims" who dramatically feigned injuries to collect more than $250,000. Then, in 1989, he pleaded guilty to taking 42,000 from an FBI mole. He died on Jan. 1, 1992, while serving an 11-year prison sentence.
