Morgan Finley

Former Cook County Circuit Court Clerk Morgan Finley enters the Dirksen Federal Building on May 16, 1989. Finley was convicted of accepting bribes from an undercover <a class="taxInlineTagLink" id="ORGOV000008" title="FBI" href="/topic/crime-law-justice/fbi-ORGOV000008.topic">FBI</a> mole who was posing as a businessman interested in a city contract for collecting overdue parking fines and water bills. The conviction was part of the FBI's Operation Incubator investigation into municipal corruption.
