At a July 2006 Board of Public Works meeting, then-Comptroller William Donald Schaefer veered off topic to talk about a recent test missile launch by North Korea. "Korea's another one, all of a sudden, they're our friends, too, shooting missiles at us," he said in a rant on immigration policies. Most of this country's Korean immigrants, of course, are from South Korea.
