Winslow has agreed to a one-year contract with the reigning AFC champions, a league source confirmed.
Winslow caught 75 passes for 763 yards and two touchdowns last season for the Tampa Bay Buccaneers, but quickly fell out of favor during a regime change to new coach Greg Schiano.
Winslow was cut by the Seattle Seahawks after a brief stint.
Winslow's health and attitude are his primary drawbacks, but he is a skilled receiving tight end.

** The Green Bay Packers' scouting department continues their tradition of scouring the free agent market.
According to a league source, the Packers tried out the following players Monday: defensive end Kendrick Adams, offensive guard George Bias, defensive back Conroy Black, linebacker Robert Eddins, running back DuJuan Harris, who also tried out for the Chicago Bears over the weekend along with running back Steve Slaton, defensive end Cordarro Law, running back Davin Meggett (Maryland), defensive back James Nixon and linebacker Chavis Williams.
Williams played collegiately at Alabama and was last with the Ravens before being cut during the final major roster cutdown.
Miller played collegiately at Georgia. Miller went undrafted and signed with the Ravens, making the final roster only to be cut one day later two years ago.
He was then on the Patriots' practice squad before being signed to the Ravens' active roster and then being cut and added to the practice squad.
He was signed off the Ravens' practice squad to the Lions' active roster and played in four games as a rookie and recorded seven tackles.
Miller was with the Indianapolis Colts last season, appearing in no games.
Jarrett is a former second-round draft pick from Temple.
The Eagles cut Jarrett this summer after one season, with coach Andy Reid admitting that they had made a mistake in their evaluation of him.
Molden visited the Seattle Seahawks earlier this year.
Molden, 27, played in every game last season for the Patriots, starting twice. He recorded 36 tackles, two interceptions and three pass deflections.
A 6-foot-1, 198-pounder from Eastern Kentucky, Molden has 64 career tackles. He played for the Houston Texans prior to joining the Patriots last year, being drafted in the third round four years ago.
** Former Ravens cornerback Danny Gorrer, cut during the final roster cutdown, tried out for the Seattle Seahawks on Monday.
Gorrer has also tried out for the Tampa Bay Buccaneers since being released by the Ravens.
