Govans neighborhood leaders such as Irvin Johns (shown), with the aid of nearby Loyola University, have drafted a plan to run the DeWees Recreation Center after the city announced it wanted to hand over two dozen rec centers to third parties. But after months of discussion, the plan appears to have fallen apart.
