When Luwana Simmons, 46, gets dressed for work, "I start with the shoes first. Whichever shoes I want to wear, that's how I pick my outfit." When we "glimpsed" the legal secretary at her Astrachan Gunst Thomas Rubin office in downtown Baltimore, the Randallstown resident had started with a pair of black leather pointy-toe Bruno Valenti boots from Estillo Shoes. From there, Simmons went for a tan, black and red plaid wool I.N.C. wrap skirt from Macy's and a black Dana B ribbed sweater set, also from Macy's. She found her beaded necklace with an enameled pendant at a boutique in The Gallery at Harborplace, and her black tights at Walmart. Her red fringe scarf was a gift Astrachan Gunst partner Julie Rubin brought her from Spain. And her La Plein black wool cap was a gift from her sister. But, it's all about the footwear. "I love shoes. I'm a heel girl. Ninety-five percent of my collection is heels; 3 inches and better."
