Mrs. Antoinette Kelly, 91, owner of Kelly's Tavern since 1945 with her husband, has run the tavern by herself since 1977. In the spring, a teenage male stole about $200 in addition to a few bottles of liquor. Subsequently, Mrs. Kelly had bars installed on the doors and windows. Allegany County has a steadily rising crime rate.
