Gov. Martin O¿Malley listened to much of the criticism of his initial wind farm bill from 2011 and came back this year with a version that provides significantly more protection for consumers. If Maryland is going to reach its renewable energy goals over the next decade, it has little choice but to pursue offshore wind power. This legislation sets up a framework for private firms to develop that capacity but only if they are willing to do so at a price we can afford ¿ no more than $1.50 a month for the average residential consumer.
